Discussions on "Why Free Culture matters?" Are often mentioned in the journalism department. Due to the development of the media, the word 'free culture' appeared naturally. But we can not just look at this phenomenon positively. Free culture is a phenomenon that transcends time and space and spreads the culture of each country. I think there are some problems in this process. The biggest problem that occurred in the past was 'cultural imperialism'. The powerful powers unilaterally infused culture into the weak countries and made ideological seizure. Recently, the word 'media imperialism' is often used instead of the term 'cultural imperialism'. This is also a one-sided culture by a powerful country, which is a matter in which culture is changed into media. The word "free culture" has become a means of concealing the interests of the great powers. There are some discourses related to this. It is cultural homogenization, hybridity, and proximity. Cultural homogenization means that the culture of each other resembles through exchanges. Cultural hybridity refers to a phenomenon in which different cultures mix and show multiple identities. Cultural proximity means a phenomenon in which the audience prefers the culture of a country close to the country in which they live.

However, it is by no means that free culture has only negative aspects. To become a free culture, the dissemination of media should be given priority. Whatever the purpose, it is certain that the great powers brought media development to the weaker countries. In this process, it was relatively easy for the weak countries to develop the media.

The problem is that the development of media, which is injected from a powerful country into a small country, is not merely a media development. There is a strong tendency to inject ideology while wearing a mask called 'media development'. The weaker countries do not know this point either.
