W9. Discuss Reagle's chapters 3 and 4 - Solene Huille

Wikipedia is an universal encyclopedia with the goal to increase access to information for everyone.
It is important to remember that the motto of Wikipedia is "Wikipedia, the free encyclopedia that anyone can edit".
It means that everybody can participate. The main idea is the openness. Wikipedia is an open content community. These kind of communities have different characteristics and values: values of transparency, integrity, non discrimination and non interference.
In voluntary communities, like Wikipedia, we need fair process (with engagement, explanation and clarity) and respect other members and newcomers.
The openness is very important for Wikipedia's success.
Indeed, it is a real community to share knowledge all over the world.

In the chapter 4, it is interesting to relative the value of openness on Wikipedia. In fact, there are also disadvantages and limits to implement openness. It is not the only value of Wikipedia and quality should not disappear because of this value.
One interesting sentence is: "Our purpose is to build an encyclopedia, not to test the limits of anarchism". It is the reason why policy is necessary to develop communities like Wikipedia.

After reading chapters 3 and 4, I have one question: How to have a good balance between good faith collaboration, openness and quality of the articles on Wikipedia?
One solution is to block users based on their IP addresses, but it can be quite limited and sometimes it blocks the innocent. So, do you have other suggestions?
