W6. How important is it to be civil online on the Internet?-Tae Joon Yoo

Francis fukuyama has declared the end of history. As the world entered the 1990s, he saw the collapse of the socialist system and the victory of free democracy. While I have seen his ' End of History ' declaration, I have considered democracy to be the most common and ideal system. The ultimate goal of mankind, as francis fukuyama has said, is the realization of human freedoms.


Historically, changes have been made in the system to accomplish these goals, with the ultimate model being democracy. But can we really see democracy as the most ideal and perfect system? Democracy is a combination of the Greek word " demo(citizen) " and " kratos(governance), " which means " rule by the people. " In reality, however, it is impossible to have direct rule and control by the citizens. There are constraints. It is because there are many restrictions for a large number of people to come together and express their opinions. So the current governance regime is an indirect democracy. There are problems arising from the exercise of indirect democracy. The problem with indirect democracy is that it can not immediately reflect the opinions of all citizens. As a result, a few people can not express their opinions and may even ignore them. I think the most ideal solution to this problem is to set up a place to discuss it with one another. It is realistically impossible for everyone to get together and express their opinions in one place. But I think we can realize direct democracy by making our opinions on the Internet.


 Therefore, I think it is a very important issue that citizen participation is conducted on the Internet. It is expected that the Internet will function like a " space field " in ancient Greece. If this trend continues, I think we can move to the most ideal form of system. Currently, there is an Internet web site in South Korea that is a " forum site. " Examples include Cheong Wa Dae's petition and various portal sites such as Daum, agora, and nate. The national petition system and civilian-participated Internet sites also saw the risk of losing its original function. So it is necessary for the people to actively participate in a real democracy. Therefore, it is very important for citizens to participate in the Internet.

  1. The agora serves as the public sphere of Habermas. There are very few places that function as public sphere in offline. Agora also has its limitations, but I still think it is more useful than offline. People will be freely discussing in the public sphere and the discussion will eventually lead to the development of society.
